Notably, the report points out that the risk of onward migration is especially pronounced between the fourth and seventh years following an immigrant’s arrival in Canada.

As Canada increasingly relies on immigrants to address pressing shortages in key sectors such as housing and healthcare, the nation’s capacity to retain these newcomers has become a matter of vital national interest. Daniel Bernhard, CEO of the Institute for Canadian Citizenship, underscores this concern, stating that Canada’s ability to deliver for newcomers and help them integrate into the Canadian identity is crucial for the nation’s future prosperity.

Stefan Fournier, Executive Director at The Conference Board of Canada, emphasizes the pivotal role of immigration in Canada’s future economic growth and demographic balance. Immigration not only fosters economic prosperity but also eases labor shortages, which can contribute to inflation. He stresses the need for a two-pronged approach: attracting immigrants to Canada and, equally importantly, retaining them.

To address this critical issue, the report provides a set of recommendations for the Canadian government and relevant stakeholders. These recommendations include:

  1. Monitoring Onward Migration: The Canadian government should begin systematically tracking the rate of onward migration to gain insights into this phenomenon’s scope and causes.
  2. Investing in Immigrant Support Programs: Initiatives like the ICC’s Canoo Access Pass, designed to enhance immigrants’ initial years in Canada, can play a crucial role in fostering their sense of belonging and integration. These programs have the potential to improve retention rates.
  3. Supporting Research: More research is needed to better understand the settlement needs of immigrants and identify specific measures that can facilitate their transition to Canadian life.
  4. Employer Support: The government should offer tools and training to help employers recruit, hire, and retain immigrant workers. This will encourage workplace diversity and integration.
